Estado e Movimentos Sociais: Efeitos Colaterais e Dinâmica Relacional

ESTADO E MOVIMENTOS SOCIAIS: efeitos colaterais e dinâmica relacional

Nildo Viana

STATE AND SOCIAL MOVEMENTS: side effects and relational dynamics
Abstract
This article discusses the relationship between State and social movements, analyzing both the side
effects of state policies on social movements and their direct relational dynamics. In the first case,
the process of capitalist development and changes in the form of the state are highlighted, with the
consequent reordering of state policies and how this indirectly affects social movements. The
general conclusion of the article is that changes in the forms of state (which is part of the succession
of accumulation regimes) affect social movements, directly or indirectly. In each state form, somesocial movements and ramifications are strengthened, others are weakened, either by stimulating
state policies or by problems of state actions in their relationship with civil society. In the same way,
the forms assumed by the capitalist state affect the basic social groups of social movements and
therefore can also strengthen or weaken a given social movement. Another conclusion was that the
various forms taken by the state initiative endorsed directly for social movements, such as
cooptation, bureaucratization, repression and omission vary according to the country, the time, the
correlation of forces of the dominant block , among other determinations. The same is true of social
movements and what we call civil initiative.
